The more capable the design and thermal module are, the higher power these processors can run at in sustained loads, and thus the higher the performance they can deliver on. In fact, both these processors run at higher than default TDPs in most modern laptops, and are highly dependant on the power settings applied by each manufacturer, which on their own depend on the internal VRM design of each motherboard and the thermal module that the OEMs opted for. The i7 has on paper a lower Base Clock, but that’s not important, as in real-use frequencies are always influenced by Turbo Boost.
